Affordable Housing New Construction Overview

ComEd offers technical assistance and incentives to developers of affordable housing to help them exceed Illinois Energy Conservation Code.

As a developer of affordable housing, you may be eligible for incentives through the ComEd Energy Efficiency Program. Maximize your opportunity to leverage no-cost energy efficiency expertise and receive incentives by applying early in the design process!

The ComEd Energy Efficiency Program affordable housing new construction (AHNC) offering provides technical guidance and incentives for developers of single-family and multi-family new construction and major renovation projects to improve comfort and reduce energy use for income eligible households. This offering continues the affordable housing new construction program previously administered by the Illinois Department of Commerce and Economic Opportunity (DCEO).

Project Eligibility Requirements

  • Includes income eligible units reserved for households at or below 80 percent of the area median income (AMI)
  • Must be located in ComEd service territory
  • Design and construction must meet or exceed the ComEd Multi-Family Standard and the current Illinois Energy Conservation Code

ComEd Multi-Family Standard

Design and construction of all living space within participant buildings must meet or exceed the ComEd Multi-Family Standard. The standard includes an integrated bundle of energy cost reduction measures (ECMs) designed to deliver significant energy savings over the current Illinois Energy Conservation Code baseline.

The standard includes 13 energy efficiency measures, addressing:

  • Building envelope: high performance windows, reduced infiltration, reduced thermal bridging
  • Lighting: high performance interior and exterior lighting with advanced controls
  • HVAC: high performance HVAC equipment with advanced controls
  • Hot water: high performance water-heating equipment and low-flow fixtures
  • Appliances: ENERGY STAR® appliances and other equipment
