The Basics

As a developer of affordable housing, you may be eligible for incentives through the ComEd Energy Efficiency Program. Maximize your opportunity to leverage no-cost energy efficiency expertise and receive incentives by applying early in the design process!

Our affordable housing new construction offering provides technical guidance and incentives for new construction and renovation projects that improve comfort and reduce energy use for income eligible households.

Project Eligibility Requirements

  • Affordable units reserved for income-eligible residents earning at or below 80% of area median income (AMI)
  • Must be located in the ComEd service territory
  • Design and construction must meet or exceed the ComEd Multi-Family Standard and the current Illinois Energy Conservation Code

ComEd Multi-Family Standard

Design and construction of all living space within participant buildings must follow specifications from the ComEd Multi-Family Standard. The Standard details tiers of energy conservation measures designed to deliver significant energy savings over the current Illinois Energy Conservation Code baseline. The Standard details energy efficiency measures that address:

  • Building envelope: High performance windows, reduced infiltration and improved thermal performance
  • Lighting: High performance interior and exterior lighting with advanced controls
  • HVAC: High performance HVAC equipment with advanced controls
  • Hot water: High performance water-heating equipment and low-flow fixtures
  • Appliances: ENERGY STAR® appliances and other equipment
